While presiding over misdemeanor cases in a San Diego courtroom four years ago, Judge Gary Kreep made comments to attorneys, defendants and others that, at best, were inappropriate and at worst, could constitute sexual harassment, according to evidence presented at a disciplinary hearing this month.
