A toddler whose body was found in a duffel bag at a U.S.-Mexico border crossing earlier this week was likely drowned, a prosecutor said Friday on the day two suspects in the case were arraigned on murder charges. Deputy District Attorney Kurt Mechals said investigators believe the crime occurred in Whittier, south of Los Angeles, the same city where Johnny Lewis Hartley, 39, and Mercy Mary Becerra, 43, call home.
