Court offers traffic ticket ‘amnesty’ program

Fewer local residents than expected have taken part in a program to reduce fines on some traffic tickets and non-traffic infractions incurred before 2013, San Diego Superior Court officials said this week. The one-time “amnesty” program began in October in all 58 California counties.
